  1. Again, in TEXAS....and I wonder why the facilities have a bad rep. It does take just one bad apple to ruin the barrel, in this case this is one of many bad apples. This is traumatizing to those in the state school/(prison) and these are deliquents/teens ages 10 to 18. Yes they have commited felonies and such and are paying the time for their crime, but this should not happen to them as part of their punishment. Rehabilitation is the keyword, not sexually assaulting them which is worse than physical abuse. How is this suppose to help them become a better person when they get out?
